As per the latest reports Apple is now offering free cases for iPhone users. iPhone with a bumper attached seems to solve the reception problem. Those who have already bought a bumper can claim for a full refund.
At a press conference Steve Jobs complained that there is too much hype given to the problems that iPhone 4 users were facing. Jobs pointed out that every Smartphone has some weak spots. Of the total iPhone users only 0.55 % has been in touch with Apple support especially for the reception issue. In fact the iPhone 3GS has more issues than the iPhone 4 but it is the bad press that is unnecessarily making it a big issue.
Less than 1 call per 100 gets dropped by the iPhone 4 and the return rate is just 1.4%. Interestingly the return rate for the iPhone 3GS is 6%. Jobs clarified that the July 15 iOS4 4.0.1 update fixes the exchange bug and the antenna bar problem.

Steve Jobs also did not miss the opportunity to hit back at its competitors stating that the HTC Droid Eris, Samsung Omnia II and the BlackBerry Bold 9700 all show a slight drop in signal bar when the phone is placed in the left hand.
Those who want the bumper can get it free from Apple and if this does not satisfy them Apple has even offered a full refund if the iPhone is returned within 30 days of the purchase. This refund offer according to Steve is not new but already in place since July 2.
As far as Indian users are concerned the iPhone will officially arrive somewhere in the month of September. This could also mean that Indian iPhone customers may not get the bumper free. But it is quite possible that India may get updated iPhone 4 with the reception and other issues already fixed.
